NotesThis paper reviews the history of the development and implementation of the statewide land use planning Goal 16: Estuarine Resources. Although the plan did not live up to all of the hopes for it, the author points out that, “Not only does it staunch the loss of productive habitat, act as natural filtration of sediment and pollutants, and provide for storage of floodwaters, but estuaries are an indicator of our commitment to the planet. Moreover, the Oregon Estuary program provides for land use benefits to estuary users” (p.428).
